Yes, This is normal.
This build is really Server with some client packages and server language pack. You can upgrade it with the latest CU and it will upgrade the server side of it.
This is really an installation in which the EnterpriseS was set as default and some of the client components were removed. Then the installation was captured into a wim.

I must've f'd up something cause I did apply XML only and it errored out, then I applied registry tweak from above and it still errored out. Then I downloaded https://dl.bobpony.com/windows/unofficial/en-us_client_20348_LTSC_2022.7z and did the same thing and it worked there. Note: The BobPony release is essentially 20348.681 just modified to be more like LTSC, once you install it the OOBE will take like 5 minutes to boot but once it does the OS works fine. Here's a review of it:

Here are steps by steps:

1/:



2/- Take ownership to edit file EditionMatrix.xml, delete all in there, then copy and paste the content from cmt #14,968, save it, and restart. You will got it. There is a trick to save this file back to that location. If you could not do it, let me know.

3/- I just copy and paste, did not edit anything. My version has been updated to 2113 from yesterday but it still worked.

This is why I asked this:
The 20348.681 EntS install.wim does not have the client editions in the EditionMatrix.xml.
I think the registry entries are already there in the registry - no need for the reg commands.
So by modifying the EditionMatrix.xml alone and rebooting should solve the Dism getcurrent edition problem.
I appreciate you taking the time to solve this. Thanks a lot.
